open that point of light effect  

set this effect on the picture

Opacity 148

then Photo+ Object

Then Home 

Bright,color--> High 

Color Balance --> Red (24)

Then Filter-->Film Effects--> Cross Process (MIDDLE)

Blacklight (150)

Now your picture will look like this

Then Home Tab - Bright,Color - Color Curves

and see on the bottom (LOAD CURVES) 

Load That Curve there

CLICK HERE TO DOWNLOAD
